Background Information

  • Foshan is located at the hinterland of the Pearl River Delta in the central part of Guangdong Province. Foshan has a modernised transportation base with air and rail transportation connecting the whole country, making it a prominent hub city of the Greater Bay Area.
  • Foshan is the country's most developed area in terms of private economy. Foshan's economy is manufacturing-based, among which equipment manufacturing is the primary pillar industry.
  • By means of modern industrial production concepts and technologies, Foshan has been a national demonstration base for agricultural industrialisation.

Development and Planning of Related Policy

  • In May 2019, "Several Policy Measures to Develop Foshan as an Innovative City to Promote Scientific and Technological Innovation and High-Quality Development" was issued to introduce and nurture talents, enhance basic research, support innovative enterprises and develop an innovation and technology platform.
  • In June 2019, "Implementation Measures for Setting Up Start-Up Incubation Bases for Hong Kong and Macao Youths in Foshan" was issued, measures include Hong Kong and Macao youths with start-up businesses in Foshan may enjoy the same treatment for start-up training, employment, rental and housing subsidies as local residents.
  • Foshan has established a pool of incubator platforms for the Guangdong-Hong Kong-Macao Youth Entrepreneur Community, with a view to attracting more private enterprises in the I&T industry to join.
  • In July 2019, "A 3-year Action Plan for Building the Guangdong-Hong Kong-Macao Greater Bay Area" was issued to foster the development of projects such as artificial intelligence and smart city, etc., so as to build a quality innovative developmental demonstration zone; and establish a communicative platform for intellectual property as well as improve the intellectual property evaluation mechanism, with a view to enhancing the use of intellectual property.
